Organizational Background
Inclusive Friends Association (IFA) is a PWD and women-led not for profit, non-partisan and non-governmental organization that employs data to address the inclusion and participation challenges of over 30 million PWDs in Nigeria through advocacy, training and research. At IFA, we envision a world where Persons with Disabilities are supported to live and lead fulfilled lives in their communities. Our mission is to promote the full inclusion and participation of Nigerian children, women and adult with disabilities in their communities, and dismantle the social injustices that diminish their human rights.
Project Information
IFA an anchor organization for Advocate for Disability Act (ADAC) cluster with funding from SCALE/USAID is currently implementing a project aimedat “Promoting Inclusiveness of Persons with Disabilities (PWDs) in Governance and Socio- Economic Development Across Four States.” The priority objectives of specific interventions under this project will be to ensure the speedy Domestication of the Discrimination Against Persons with Disability (Prohibition) Act in Abia, Adamawa, Gombe and Taraba States.” Our approach for achieving the policy objective of this project will revolve around five strategic policy asks:
Timely Engagement with relevant stakeholders
Timely review and adoption of a Discrimination Against Persons with Disability (Prohibition)
Timely Assent of the Discrimination Against Persons with Disability (Prohibition) Bill in the aforementioned states
Establishment of Disability Board in target states.
Formation of the “Campaign implementation of the Disability Bill in the states.
The Assignment
IFA is seeking an experienced consultant to conduct a Political Economy and Stakeholders’ analysis, that can provide a good guide in the implementation of the project. This activity involves a contextual analysis on the Discrimination of Person with Disabilities in Nigeria with a focus on the target states, perpetrators and victims of discrimination, the power relation, ecosystem, the actors, and their positions on the issue, the need for legal environment to address the menace and the role of both formal and informal stakeholders in ensuring an effective domestication and implementation of the Discrimination Against Persons with Disability (Prohibition) Act in Abia, Adamawa, Gombe and Taraba States.
Scope of Assignment
Specific tasks to be performed by the consultant include:
To undertake a comprehensive situational analysis/ formative research on Discrimination of Person with Disabilities in Nigeria
To develop research tools for data collection
To collate all quantitative and qualitative data and produce a comprehensive research report detailing
– Stakeholder’s analysis in the target states
– Perceptions and attitudes towards Persons with Disabilities,
– Existing policies within the target states,
-profile of at least five Persons with Disabilities who have suffered discrimination in each target states
– Recommendations for strategies to ensure proper steps for domestication and implementation of the project.
Tasks to be performed by IFA
-IFA will pay the consultant what has been agreed between the consultant and IFA, and the amount should not be above what has been approved by the funder.
-Link the consultant with the cluster members in the assignment states who will support in case s/he may require an assistance.
– Deduct and pay a withholding tax for the consultancy on behalf of the consultant.

High quality report of the Political Economy and Stakeholders’ analysis detailing the political, social and economic implication for the domestication and implementation of the Discrimination Against Persons with Disability (Prohibition) Act in Abia, Adamawa, Gombe and Taraba States
Profile of Persons with Disabilities who have suffered discrimination in each target states
Detailed report on Findings
PowerPoint point presentation summarizing the report of the assignment
Complete Working documents used for the consultancy
Consulting fees will not be paid in full until the receipt and approval of all deliverables.
Expected Profile of Consultant
The person willing to apply for this consultancy should have the following profile/qualification:
Degree or its equivalent in any Social Science discipline (Master’s Degree can be an added advantage)
Minimum of five years related experience
Evidence in conducting similar assignment in any/some/all of the assignment locations
Evidence to prove ability to conduct the assignment within the proposed period
